Solid Waste Management Program
The Solid Waste Management Program is organized into five units as follows:

Industrial Solid Waste Unit is responsible for the permitting, financial assurance, construction, and closure of all private industry solid waste handling facilities; review and acknowledgement of all Permit by Rule operations (inert landfills, collection operations, transfer stations, and on-site processing operations); review and approval of biomedical waste handling and petroleum contaminated soil processors; and compliance inspections of private industrial solid waste handling facilities.
- Environmental Monitoring Compliance Unit is responsible for the review of groundwater, surface water, and methane monitoring plans; review of remediation plans and analyses of groundwater, surface water, and methane monitoring data; review of corrective action plans, compliance for methane and groundwater monitoring at all publicly and privately owned solid waste handling facilities.
- Municipal Solid Waste Unit is responsible for the permitting, including review of site suitability reports, financial assurance, construction, closure of all publicly and privately owned solid waste handling facilities, and the review of spill investigations and corrective action plans for ASTs, petroleum pipelines, and unregulated USTs.
- Surface Mining Unit reviews applications and approves Surface Mining Land Use plans; issues surface mining permits; conducts compliance evaluations of surface mining operations; and reviews and approves bonding requirements for surface mining operations and ensures reclamation of completed mining operations.
- Closed & Abandoned Landfill Unit is responsible for handling technical assistance to local governments, contract management for the closure and maintenance of abandoned landfills, and emergency situations at closed or abandoned landfills.
